using 2 same Gems Empty using 2 same Gems

when i put two gems of the same type on my hero a notice says that it will lower its effectivness.
Does it only mean the second gem or does it mean it will lower the whole effect of this gem-type meaning if I put two level 2 gems on my hero it will give me less % than if i would only put one gem of this type on him?

It means that the effectiveness of the gems is < the sum of the gems.
So if you have 2 gems at 2% each, the effectiveness you feel is 2% < x < 4%, whatever "x" is.
